Reception rules in FSEI SVE «Astrakhan College of Computing Technology» in 2011

I. General regulations

1.1.The Present Rules are developed according to the point 1 the of article 16 of the Law of the Russian Federation from July,
10^th, 1992 № 3266-1 "About education", the point 5.2.13 of Regulation about the Ministry of Education and Science of the Russian Federation, approved by the resolution of the Government of the Russian Federation from June, 15^th, 2004 № 280, the point 13 of Typical regulation about an educational institution of secondary vocational training (secondary special educational institution), approved by the resolution of the Government of the Russian Federation from July, 18^th, 2008 №543, Procedure of reception of citizens into the state educational institutions of secondary vocational training approved by the order of the Ministry of Education and Science of the Russian Federation from January, 15^th, 2009 № 4, by the Procedure of reception of citizens into the state educational institutions of elementary vocational training, approved by the Ministry of Education and Science of the Russian Federation approved by the order from January, 15^th, 2009 № 3.

1.2. The Present Rules regulate reception of citizens (further - citizens, the persons entering) into the Federal state educational institution of secondary vocational training «the Astrakhan college of computing technology» (further - College) for training on the basic vocational educational programs of secondary vocational training of the basic and advanced training at the expense of means of the federal budget, and also according to contracts with a payment of the cost of the training with legal and (or) physical persons (further - a contract with a payment of the cost of the training).

1.3. Reception of citizens for receiving of secondary vocational training is carried out according to applications of persons:

having basic general education - according to the results of the introductory tests held  by the college independently with the purpose of the definition of entering possibility to master

definite basic vocational educational programs of secondary vocational training. The college as the introductory tests, at will of an entrant, takes into consideration the results of the state (total) attestation of entrants, having mastered the educational programs of basic general education carried by the Ministry of Education of the Astrakhan region;

having secondary (full) general education or elementary vocational training - on the basis of the results of the uniform state examination on general educational subjects corresponding to a specialty on which reception is carried out if other isn't provided by the legislation of the Russian Federation in the sphere of education;

having  elementary professional education and entering the college on the specialty corresponding to the profile of his elementary vocational education including the training on the reduced program – according to the results of the introductory tests held by the college;

having secondary (full) general education received till  the 1^stof January 2009  in case for training according to the correspondence course  - in accordance with the results of the introductory tests held by the college;

having secondary (full) general education received in educational institutions of foreign states – in accordance with the results of the introductory tests held by the college;

having secondary vocational education or higher vocational education including the training on the reduced program – in accordance with the results of the introductory tests held by the college.

Reception into the college for receiving of secondary vocational education is carried out on the competitive base. The conditions of reception guarantee the observance of a right of citizens on education and enlisting of persons, the most capable and trained to the mastering of basic vocational educational programs of secondary vocational education of basic and advanced training.

Citizens have a right for receiving of secondary vocational education on the budgetary base if they receive the given education for the first time.

1.4.Citizens with the limited possibilities of the health ( persons having defects in physical and  (or) mental evolution including deaf, week-hearing, blind, week-eyed, with hard defects of speech, with the defects of supporting mtor system and others including children-invalids, invalids) are received both accordance with the results of the uniform state exam and the results of the introductory tests held by an educational institution independently( including the absence of the results of the uniform state exam), the peculiarities of the conduction of which are established by the chapter VII of the given Procedure.

1.5.The results of the uniform state exam declared as the results of the introductory tests on general educational subjects in accordance with the specialty on which the reception is carried out, the results of the introductory tests held by an educational institution independently that confirm successful passing of the introductory tests on general educational subjects must not be lower, set by the Federal service on the inspectorate in the sphere of education and science, minimum a number of marks on the results of the uniform state exam on such general educational subjects confirmed the mastering of  basic general educational program of secondary  ( full) general education according to the demands of the federal state educational standard in current year.

The inspection for the authenticity of the information about the entrants’ participation in the uniform state examination is carried out by means of the information sending into the federal base confirmed the participants and the results of the uniform state exam according to the inquiry about the entrants in the uniform state exam, about the confirmation of correctness of the data on the results of the uniform state examination.

For the purpose of the authenticity of other documents represented by entrants, the receiving committee has a right to address into the corresponding state (municipal) organs and organizations.

1.6. The reception into the college for the training on basic vocational educational programs of  secondary vocational training is carried out according to applications of persons having basic general and (or) secondary (full) general education.

1.7. Without the introductory tests into the college for training in accordance with programs of secondary vocational training are received:

- winners and prize-winners of the final stage of the All-Russia Olympiad of schoolchildren, the members of the national teams of the Russian Federation having participated in the international Olympiads on the general educational subjects and formed in the order, defined by the Ministry of Education and Science of the Russian Federation, on the specialties corresponding to the profile of the All-Russia Olympiad of schoolchildren, to the international Olympiads;

- winners and prize-winners of Olympiads of schoolchildren are enlisted into the college without introductory tests on the directions of training (specialty) corresponding to the profile of  Olympiad.

1.8. Out of the competition, under the condition of successful passing of the introductory tests to college are received:

- children-orphans and children without parents’ guardianship, and also persons at the age till 23 years from the number of children-orphans and children without parents’ guardianship;

- children-invalids, invalids of the 1^stand 2^nd groups to whom according to the conclusion of federal institution of medical-social examination the training in educational institutions isn't contra-indicated;

- citizens at the age till 20 years having only one parent - invalid of the 1^st group, if middle per capita income of a family is below the size of the living wage set in the Astrakhan region;

-  military men passing the military service under the contract (except officers), continuous length of the military service on the contract of whom is not less than three years according to the Rules of the training of military men passing the military service under the contract (except officers), in the state and municipal educational institutions of the higher and secondary vocational training and on preparatory departments (courses) of federal state educational institutions of the higher vocational training, confirmed by the governmental Resolution of the Russian Federation from February, 7^th, 2006 № 78 (Meeting of the legislation of the Russian Federation 2006, № 2, point 789; 2007, № 37, item 4452);

- Citizens of other categories provided by the legislation of the Russian Federation.

1.9. The right of priority on the reception into the college is used:

-  citizens retired from the military service, children of military men having perished at the execution by them the duties of the military service or having died because of a military injury or diseases;

- children of persons having perished or died because of a military injury or diseases, received by them at the participation in carrying out of counterterrorism operations and (or) other actions for fight against terrorism. The procedure of definition of persons having taken part in carrying out of counterterrorism operations and (or) other actions for fight against terrorism is established according to federal laws;

- citizens of other categories provided by the legislation of the Russian Federation.

1.10. The volume and structure of reception of entrants at the expense of means of the Federal budget are defined according to the checked figures of reception established by the Federal agency on education on an internal form of the training – 150 persons;

1.11. The college has a right to carry out, according to the legislation of the Russian Federation in the sphere of education, reception of citizens over the established budgetary places for training on the basis of contracts with a payment of the cost of the training. Thus the total number of the trained in the college shouldn't exceed the limit number established in the license on a right of conducting of educational activity.

1.12. The college declares reception according to license АА 000643, reg. №0641 from January, 11^th, 2009 on a right of conducting of educational activity according to appendices.

II. Organization of reception of citizens into the College

2.1. The organization of reception of citizens is carried out by a reception committee. The chairman of a reception committee is a director of the College.

2.2. For the organization and carrying out of introductory tests by a chairman of a reception committee the subject examination and appeal commissions are created.

2.3. The formation order, structure, authorities and activity of a reception, subject examination and appeal commissions is regulated by the regulations confirmed by a director of the college.

2.3. The work of a reception committee and office-work and also a personal reception of entrants and their parents (lawful representatives) are organized by an executive secretary appointed by

the director of the college.

2.4. At the reception into the College the director of an educational institution provides the observance of the rights of citizens in the sphere of education established by the legislation of the Russian Federation, publicity and an openness of the work of a reception committee, objectivity of an estimation of capabilities and inclinations of entrants.

2.5. The reception committee must carry out inspection for the reliability of information about the participation in the uniform state examination, about the results of the uniform state examination, and also has a right to carry out checking of other documents represented by an entrant.

III. Organization of informing of entrants.

3.1. The list of specialties on which the College declares reception with allocation of the forms of reception of education and education necessary for reception and instructions of introductory tests:

The periods of the training on the internal form: 3 years10 months on the basis of basic general education and 2 years10 months on the basis of secondary (full) general education.

Graduates get a qualification "a technician". After graduating of the training on the specialties: 230113 «Computer systems and complexes» and 230115 «Programming in computer systems» it is possible to get additional education (the raised level) during one year with the appropriation of the qualification «a head technician».

Periods of training on the internal form on the specialty 230113 «Computer systems and complexes»: 3 years10 months on the basis of the secondary (full) general education.

Graduates receive two diplomas: about secondary vocational training (a diploma of a technician) and about higher vocational training (a bachelor's degree).

Periods of training on the correspondence form: 3 years of 10 months on the basis of secondary (full) general education. Graduates receive a qualification "a technician".

3.2. The College Statutes, the license for a right of conducting educational activity, with a certificate on the state accreditation on each of  specialties having a right on giving of a document of the state sample about secondary vocational training by basic vocational educational programs of secondary vocational training realized in the College and other documents, regulating the procedure of educational process and the work of a reception committee, College reception committee places the appointed documents on information stand of a reception committee and an official site of the college www.akvt.ru

3.3. A reception committee gives entrants, not having the results of the uniform state examination, the information about a place of registration on taking of the uniform state examination in additional period.

3.4. During the period of  documents acceptance a reception committee daily informs about the quantity of handed in applications, competition and passing of introductory tests on each of specialties, organizes a telephone line 8(8512) 54-08-43 for consultations.

3.5. The information about quantity of handed in applications including the family list of the persons having handed in an application, competition and the results of passing of introductory tests, additional introductory tests is taken place on an official site of the college and on the information stand of a reception committee.

IV. Reception of the documents

4.1. Reception of the documents for the training on basic vocational educational programs of secondary vocational training is being carried out at the following periods:

Entrants on the basis of secondary (full) general education for the training on the internal form - from June, 1^st till August, 15^th;

 Entrants on the basis of basic general education is carried out from June1^st till July, 31^st.

Entrants, not having the results of uniform state examination, should be registered till July, 5^th for taking of the uniform sate examination according to the regulation of carrying out of the uniform state examination confirmed by the Ministry of Education and Science of the Russian Federation.

4.2. Reception into the college for the training on basic vocational educational programs of secondary vocational training is organized in accordance with a personal application of citizens.

Entrant has a right to hand in an application simultaneously into some educational institutions, on several specialties (to list specialties in the form of a priority list on which he assumes to take part in a competition), on different forms of getting of education on which basic vocational educational programs of secondary vocational training in the college, and also simultaneously on the budgetary places and on places on contracts with a payment of the cost of training are realized.

4.3. Putting in applications:

4.3.1. At the putting in an application about reception into the college for the training on basic vocational educational programs of secondary vocational training an entrant presents:

At the entering on the basis of basic general education - the documents identifying his/her person  (original or copy), at own discretion an original or a certified copy of the document of the state sample about education, 1 photo in the size of 3*4;

At the entering on the basis of secondary (full) general education or elementary vocational training - the documents identifying his/her person (original or copy), at own discretion the original or copy of the document of the state sample about education and also an entrant can present the original of the certificate on the results of uniform state examination or its copy (for entrant on the results of uniform state examination);

At the entering on the basis of elementary vocational training, secondary vocational training,  higher vocational training - the documents identifying his/her person (original or copy), at own discretion the original document of the state sample about education or its certified copy, 1 photo in the size of 3*4.

The persons, passing the military call up service and retired from the military service, having a right during the year after retirement from the military service to use the results of the uniform state examination, having been passed by them during the year before calling up to the military service, represent at the entering into educational institution the military card.

The persons having pretensions to the privileges at the entering into the College, established by the legislation of the Russian Federation, represent at own discretion the original or copy of the corresponding documents at putting in an application.

Persons with the limited possibilities of health at putting in an application represent at own discretion the original or copy of one of the following documents:

a conclusion of a psychologically-medically-pedagogically commission;

an inquire about the identifying of invalidity given out by the federal institution of medically-social examination.

Children-invalids, invalids of the 1^st and 2^nd groups, having in accordance with the point 3 of the article 16 of the Law of the Russian Federation "About education" a right on the reception into educational institutions out of competition under condition of successful passing of the introductory tests, represent at own discretion the original or copy of the inquire on the identifying of invalidity and the conclusion about absence of contra-indications for the  training in the educational institution, given out by the federal institution of medically-social examination.

4.3.2. Foreign citizens at putting in an application about the reception into the college present the following documents:

the documents identifying a person of the foreign citizen in the Russian Federation according to the article 10 of the Federal law from July, 25^th, 2002 N 115-FZ "About a legal status of foreign citizens in the Russian Federation";

the original document of the state sample about education (or its copy certified according to the established order) or the original of the document of the foreign state about education legalized according to the established order, recognized in the Russian Federation as equivalent to the document of the state sample about a corresponding level of education (or its copy certified to the established order);

the certified translation of the document of the foreign state about education into Russian according to the established;

copy of the entry visa to the Russian Federation if a foreign citizen has arrived to the Russian Federation under the entry visa.

4.4. At entering for the training on basic vocational educational program of secondary vocational training applications from persons having the document of the state sample about secondary (full) general education, basic general education, elementary vocational training, secondary vocational training or higher vocational training are accepted.

4.5. In the application the fact of acquaintance with the Statutes, the license for a right of conducting of educational activity and the certificate on the state accreditation of educational institution with appendices to them on the chosen specialty and is certified by the personal signature of entrants. In the same order the signature of entrants also fixes the following:

reception of secondary vocational training for the first time;

acquaintance with the date of representation of the original document of the state sample about education;

 the data on passing of the uniform state examination and its results or the place of passing of the uniform state examination in additional periods of its carrying out;

acquaintance with the rules of giving of an appeal at the reception on the results of the introductory tests held by educational institution independently;

 consent on the processing of the personal data in the order established by the Federal law from July, 27^th, 2006 N 152-FZ "About the personal data".

In the presence of several results of the uniform state examination the period of existence of which isn't up, an entrant points in the application to what results of the uniform state examination and in what general educational subjects he/she uses.

In case of presentation to an entrant the data not corresponding to the reality, the educational institution has a right to give back the documents to an entrant.

The requirement from an entrant of the original documents of the state sample about education, certificates on the results of uniform state examination or presentation of other documents is forbidden.

4.6. The application about the reception and also the necessary documents can be directed to entrants through operators of a postal communication of the general usage, and also in the electronically-digital form according to the Federal law from January, 10^th, 2002 N 1-FZ "About the electronic digital signature».The date of sending of the documents at reception for the training on basic vocational educational program of secondary vocational training should be not later than July, 10^th.

The acceptance of the documents at reception for the training on basic vocational educational program of secondary vocational training, directed through operators of a postal communication of the general usage comes to an end on August, 15^th. The documents directed through operators of a postal communication of the general usage later August, 5^th are accepted by educational institution at their receiving till August, 15^th.

4.7. At a direction of the documents through operators of a postal communication of the general usage an entrant adds to an application for the reception the copies of the documents identifying his/her person and citizenship, the copies of the documents of the state sample about education, and also other documents provided by the present Order.

4.8. Documents are directed to entrants through operators of a postal communication of the general usage by a post sending with the information and a list of enclosure.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                The post sending and the certified list of enclosure are the reason of acknowledge receipt of  acceptance of the document of an entrant.

4.9. On each entrants a personal file is set up in which all the received documents, materials of passing of the introductory tests (including an extract from the report of the decision of the appeal commission of educational institution are stored).

Personal files of entrants are stored in the college during six months from the moment of the beginning of acceptance of the documents.

4.10. An entrant by a personal presentation of the documents, the receipt on acceptance of the documents is given out.

4.11. Entrants presented wittingly counterfeit documents to a reception committee carry the responsibility provided by the legislation of the Russian Federation.

V. Introductory tests

5.1. At the reception of citizens entering on the basis of secondary (full) general education, elementary vocational training for training on the basic vocational educational programs of secondary vocational training, for all the categories of entrants are two introductory tests, one of which is the Russian language as a state language of the Russian Federation, the second is according to the List of the introductory tests confirmed by the order of the Ministry of education of science of Russia from 9/22/2008 of year №265 are obligatory.

5.2. The results of all the introductory tests are estimated on one hundred point scale.

5.3. As the introductory tests by the  results of Unified State Examination at the reception of citizens entered on the basis of secondary (full) general education, elementary vocational training for the training on basic vocational educational programs of secondary vocational training the following subjects are taken into consideration:

- Russian (the minimum point - 36)

- Mathematics (the minimum point-21)

- Physics (the minimum point - 34)

5.4. The introductory tests at the reception on the basis of basic general education are held on the following subjects:

for entrants on a budgetary basis:

- Mathematics (in writing - testing)

55 - 70 points – a mark "satisfactory"

75 - 90 points – a mark "good»

95 – 100 points – a mark "excellent"

- Russian (in writing - a dictation or a synopsis for choice of an entrant)

40 - 65 points – a mark "satisfactory"

70 - 90 points – a mark "good"

95 100 points – a mark "excellent"

For entrants on a contractual basis:

- Mathematics (in writing - testing)

10 - 50 points – a mark "satisfactory"

55 - 90 points – a mark "good"

95 – 100 points – a mark "excellent"

- Russian (in writing - a dictation or a synopsis for choice of an entrant)

10 - 50 points – a mark "satisfactory

55 - 90 points – a mark "good"

95 100 points – a mark "excellent"

The college takes into consideration as the introductory tests (at the reception on the basis of basic general education) the results of the state total certification of the graduates carried out by the Ministry of Education and Science on the Astrakhan region. Thus the marks pointed in an extract from the report of the STA, represented by an entrant into a college reception committee, are transferred into the points on one hundred point scale according to the ratio: "satisfactory" - 60 points,  good"- 80 points,  excellent" - 100 points.

5.5. The introductory tests (at the reception on the basis of secondary (full) general education received before January, 1^st, 2009 (at the reception for the training on the correspondence form of the reception of education) are carried out in two subjects:

- Mathematics (in writing – testing);

- Russian (in writing).

5.6. The schedule of the introductory tests is confirmed by the chairman of a reception committee or his deputy director.

5.7. For entrants on budgetary places (on the general competition, on the aim reception having a right to out-of-competition reception), and also on the places on contracts with a payment of the cost of the training on a specific specialty the same introductory tests are conducted.

5.8. The persons  having taken away the documents after the finishing the reception of documents including those whose results received on the introductory tests are below the established minimum quantity of the points confirming the successful passing of the introductory tests, leave the competition.

5.9. The persons not having been on the introductory, for a valid cause (illness or other circumstances confirmed documentarily) are admitted to them in parallel groups.

5.10. At the equality of the points an entrant having received a more number of points on the main subject has an advantage.

At the participation of an entrant in the competition on the basis of the results of uniform state examination he/she isn't admitted to taking of the introductory tests held by the College independently.

Results of introductory tests at reception on the internal form of reception of formation admit educational institutions as results of introductory tests for other forms of reception of formation and (or) training conditions.

VI. Procedure of carrying out of introductory tests

6.1. The introductory tests for the training on the basic vocational educational programs of secondary vocational training at the reception on the basis of basic general education are carried out according to educational programs of basic general education.

6.2. The introductory tests are carried in several streams as in proportion of formation of examination groups.

6.3. The repeated passing of the introductory test (for entrants on a budgetary basis) at the reception of an unsatisfactory mark isn't admitted.

VII. Procedure of carrying out of the introductory tests for citizens with the limited possibilities of the health

7.1. Citizens with the limited possibilities of the health in case of absence of the certificate on the results of the uniform station examination take the introductory tests defined by the College according to the List of the introductory tests taking into consideration the features of psychophysical evolution, individual possibilities and a condition of the health (further - individual features) such of entrants.

7.2. At carrying out of the introductory tests the observance of the following demand is provided:

the introductory tests are held in separate audience, the quantity of entrants in one audience shouldn't be more 10 persons The carrying out of the introductory tests for persons with the limited possibilities of health in one audience together with entrants not having the limited possibilities of health if it doesn't create the difficulties for entrants at the taking of the introductory test is admitted;

duration of the introductory tests can be increased according to the relation of the time of carrying out of the uniform state examination on the specific general educational subject but not more than on 1,5 hour;

presence of the assistant providing to an entrant the necessary technical help with taking into consideration their specific features (to occupy a workplace, to move, to read and put into shape the task, to communicate with the examiner);

 entrants are given a printed rule containing peculiarities of carrying out of the introductory tests;

 entrants according to their specific features may use the necessary technical means for them at the introductory tests;

In addition at carrying out of the introductory tests the observance of the following demands depending on the categories of entrants with the limited possibilities of health is provided:

 (a) for the blind:

on the introductory test the tasks for doing are read by the assistant;

the written tasks are dictated to the assistant;

(b) for weak-eyed:

individual even illumination not less than 300 lux is provided;

entrants are provided with an increasing device for doing the task if it’s necessary ;

tasks for doing and also the rules containing features of carrying out of the introductory tests are made out by the increased font 16-20);

(c) for deaf and weak-hearing:

presence of the sound-amplifying equipment of collective usage is provided, if it’s necessary  the sound-amplifying equipment of individual usage is given ;

(d) for persons with hard defects of speech, deaf persons, weak- hearing all the introductory tests at his/her wish of entrants can be carried out in written form.

 (e) for persons with defects of the supporting motor system (hard defects of motor functions of the top extremities or absence of those ones;

Written tasks are carried out on the computer with the specialized software or dictated to the assistant ;

At his/her wish of entrants all introductory tests may be carried out in the oral form.

VIII. The Order of Conducting the Admission of Foreign Citizens

8.1. The admission of foreign citizens for training on the basic educational programs of average vocational training is conducted according to the international contracts of the Russian Federation and the intergovernmental agreements of the Russian Federation (within a quota established by the Government of the Russian Federation), and also under contracts with payment of cost of training physical and (or) juridical persons.

8.2. The admission of foreign citizens for training at the expense of means of the federal budget is conducted:

8.2.1. Within a quota established by the Government of the Russian Federation according to the Governmental Decree of the Russian Federation of August 25, 2008 N 638 "About cooperation with foreign countries in the sphere of education" – into federal state educational institutions of average vocational training in directions of Federal Educational Agency.

8.2.2. According to the Agreement on granting of the equal rights to citizens of the states-participants of the Contract on integration deepening in economic and humanitarian areas from March 29, 1996 for entering the educational institutions, the confirmed Governmental Decree of the Russian Federation of June 22, 1999 N 662, and other international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation in the state educational institutions of average vocational training.

8.2.3. On the basis of the certificate of a participant of the Government program on assistance rendering to voluntary resettlement to the Russian Federation the compatriots living abroad whu became participants of the Government program on assistance rendering to voluntary resettlement to the Russian Federation the compatriots living abroad, confirmed by the Decree of the President of the Russian Federation of June 22, 2006 N 637 - in the state educational institutions of average vocational training.

8.2.4. According to the Federal law of May 24, 1999 N 99-FZ "About the state policy of the Russian Federation concerning compatriots abroad" - in the state educational institutions of average vocational training.

8.3. The admission of the foreign citizens specified in subitems 8.2.2 – 8.2.4 for the admission of the education at the expense of means of the federal budget is conducted the competitive basis if any other is not provided by the legislation of the Russian Federation.

8.4. The admission of foreign citizens into educational institutions for training under contracts with payment of cost of training physical and (or) juridical persons is juridical persons within the number established by the license for the right of conducting of educational activities, on the conditions established by annual rules of admission.

8.5. Documents acceptance for the first course is conducted in following terms:

8.5.1. From the foreign citizens specified in subitems 8.2.1 - in terms established by Federal Educational Agency.

8.5.2. From the foreign citizens specified in subitems 8.2.2 – 8.2.4 - in the terms established by item 4.1. of the present Order.

Documents acceptance from the foreign citizens arriving for training under contracts with payment of cost of training physical and (or) juridical persons is conducted in the terms established by item 4.1.of the present Order.

8.6. A foreign citizen arriving for training by educational programs of average vocational training represents the document of the foreign state on the education, recognized in the Russian Federation as equivalent to the document of the state standard on the basic general education (by enrolling students on the basis of the basic general education) or the average (full) general education.

8.7. By handing in an application (in Russian) about the enrollment to the College the foreign citizen represents following documents:

Originals of legalized when due hereunder (if necessary) the document of the foreign state about the education and the appendix to it (if the last is provided by the state legislation in which such document about the education) from among specified in item 8.6 is given out in the present Order;

The Russian translation of the document of the foreign state assured when due hereunder about the education and appendices to it;

A copy of the document proving the identity of the foreign citizen in the Russian Federation according to Article 10 of the Federal law of July 25, 2002 N 115-FZ "About the legal status of foreign citizens in the Russian Federation";

A copy of the entry visa to the Russian Federation if the foreign citizen has arrived to the Russian Federation under the entry visa;

6 photos in the size of 3*4.

All translations into Russian should be executed for the name and surname specified in the entry visa.

8.8. The foreign citizens arriving within the Russian Federation established by the Governmental order of August 25, 2008 N 638 "About cooperation with foreign countries in the spheres of education" quotas, represent also a direction of Federal Educational Agency.

8.9. Entrance tests for the foreign citizens specified in subparagraphs 8.2.2-8.2.4 and item 8.4. Are defined by educational institution according to section 5 of the present Order of reception.

8.10. If the foreign citizens specified in subitems 8.2.2-8.2.4 and item 8.4. of the present Order, results of Unified State Examination in the general educational subjects included by educational institution in the list of entrance tests for the corresponding speciality are presented, the College considers results of Unified State Examination as results of entrance tests in such general educational subjects.

8.11. The foreign citizens who have the right to the admission for training at the expense of means of the federal budget and who are winners and prize-winners of the final stage of the All-Russia Olympic Games of schoolboys and schoolgirls are accepted without entrance tests for the specialities corresponding to a profile of the All-Russia Olympic Games of schoolboys and schoolgirls.

Results of winners and prize-winners of the final stage of the All-Russia Olympic Games of schoolboys and schoolgirls admit College as the highest results of entrance tests ("100" points) in these general educational subjects by admitting on the specialities which are not corresponding to the profile of the Olympic Games.

Foreign citizens - winners and prize-winners of the Olympic Games of schoolboys and schoolgirls are admitted into the College without entrance tests for the directions of preparation (speciality) corresponding to a profile of the Olympic Games.

8.12. The foreign citizens specified in subitem 8.2.1 are admitted into the College without entrance tests in directions of Federal Educational Agency.

8.13. Enrollment of the foreign citizens specified in subitems 8.2.2.-8.2.4. on the places financed at the expense of means of the federal budget is held in order and in terms established by Chapter IX of the present Order.

8.14. Enrollment of the foreign citizens entering on the basis of directions of Federal Educational Agency is spent to the terms defined by Federal Educational Agency.

8.15. Enrollment of foreign citizens for training under contracts with payment of cost of training physical and (or) juridical persons is conducted in the terms established by Chapter IX of the present Order.

IX. Enrolment Order

9.1. The expiry date of intrance tests is the 5th Angust (for entering on the basis of the basis general education), and the 9^th of September, (for entering the tuition by corespondence).

9.2. The date of carrying out of preliminary enrolment is the 6^th of August, (for entering on the basis of the basic general education), the 16th of August, (for entering the day mode of education on the basis of an average (full) general education), and the 10^th of September, (for entering the tuition by correspondence).

9.3. The term of representation of originals of documents is the 6^th of August,(for entering on the basis of the basic general education), the 14^th of August, (for entering the day mode of education on the basis of the average (full) the general education), and the 9^th of September, (for entering the tuition by correspondence). In accordance with established term an entering represents:

Original of the document of the state standard about the education and the necessary quantity of photos by enrolling for budget places;

by enrolling for places under contracts with payment of cost of training:

For training as a student:

the original of document of the state standard about the education and the necessary quantity of photos;

For training as the listener :

an certified xero-copy of the document of the state standard about the education, the necessary quantity of photos and the certificate from the educational institution where he(she is astudent).

By that,an entering who sent his \her documents through operators of post service of the general use, by submitting the original of the document of the state standard about formation are represented by the original document, proving its identity which xero-copy has been directed through operators of a mail service of the general using.

9.4 Enrolloment of the persons having the right to receipt without entrance tests – on August, 5th. Thus the persons having the right to receipt without introductory tests, within these five days on termination of documents acceptance are obliged to give the original document of the state sample about formation.

9.5. Enrollment into the College is conducted on August, 9th (for entering on the basis of the basic general education), on August, 16th (for entering on day mode of study to base of an average (full) the general education), on September, 10th (for entering on correspondence mode of study).

9.6. By enrolling into simultaneous parallel mastering of two basic professional educational programs of average vocational training (in one or different educational institutions) original documents of the state standard about the education and certificates on results of uniform graduation examination at transfer it is represented arriving on its choice on that basic professional educational program of average vocational training on which he/she will be trained as the student. By enrolling on other basic professional educational program of average vocational training as the listener an entering represents a certified xero-copy of the document of the state standard about the education certificates on results of uniform graduation examination and the inquiry from educational institution where he/she is the student.

Listeners are enlisted on places under contracts with payment of cost of training.

9.7. Orders about enrollment with indicating the quantity of the points typed on entrance tests, both for budgetary places, and fo places under contracts with payment of cost of training and the enrolling grounds (without entrance tests, hors concours or target admission), are published at the information stand of the selection committee and the official site of the College on the day of their issue and should be accessible for users during the period till December, 31st of current year inclusive.

Enrollment on budgetary places is made in the following sequence:

The persons having the right to the admission without entrance tests;

The persons having the right to the admission hors concours under condition of successful passage of entrance tests ranged in process of decrease of quantity of the typed points (with their instructions);

The persons who have successfully passed entrance tests ranged in process of decrease of quantity of the typed points (with their instructions).

The persons having higher quantity of typed points on entrance tests are enrolled into the speciality; and by equal quantity of the typed points - the persons having the right of priority to transfer; by equal quantity of the typed points on entrance tests, at absence or presence of equal rights of priority to enrollment - the persons having higher point in a profile subject.

X. Rules of Giving and Considering Appeals

10.1. By results of entrance test an entering has the right to submit to the appeal committee the written notice of appeal about infringement, in his/her opinion of established order of conducting a test, disagreement with results (further - the appeal).

10.2. Appeal considering is not retaking an examination.By appeal considering the correctness of appraising the results of passing an entrance test is only checked.

10.3. The appeal is submitted by an entering personally the next day after declaring the examination mark. The selection committee provides the reception of the appeals during the whole working day.

Appeal considering is conducting during the day after the day of acquaintance with examination papers.

10.4. An entering has the right to be present during appeal considering.

An entering must have the document by himself /herself proving his /her identity.

10.5. If an entering is a minor (till 18 years), one of his/her parents or lawful representatives has the right to be present with him / her.

10.6. After appeal considering the decision of the appeal committee on the examination mark (both in case of its increase and its decrease) is passed.

10.7. By occuring disagreements in appeal committee the voting is taken, and the decision is affirmed by a majority vote.

The decision of the appeal committee isued by the report is brought to the notice of the entering ( under his/ her signature to the report).
